我对其中的 The city discovered its harbor 不理解。它的字面意思是“这个城市发现了它的港口”——这是想表达的意思是啊！我从网上查了，“悉尼港”是一个天然港，这是否表示那里的大家发现了“悉尼港”这个天然港？但想了一下，这个时间又不对——网上的资料显示：1770年，詹姆斯·库克船长发现了悉尼港，并取好友爵士乔治·杰克森的姓氏，将它命名为“杰克森港”。——文中的时间是1960s，但网上的资料是1770。
1. 关于The city discovered itsharbor的意思
discover有“初次发现（to be the first person to become awarethat a particular place or thing exists）”的意思。比如Columbusdiscovered the Bahamas in 1492.
但The city discovered its harbor中的discover显然不可以简单理解为如此的意思。由于大家都知道，欧洲人早在1770年就发现了悉尼的杰克逊港。因此，这个discover应该有to begin to find/realize the importance or amu百度竞价推广ent about的意思，汉译可据不同语境译为“开始感觉到/认识到/发现了...的重要程度/乐趣/意义”等等。比如：

所以，依据语境，文中The city discovered its harbor的大意应该是：二十世纪六十年代初“悉尼开始意识到杰克逊港对城市的重要程度”，从后文看应该还具备“开始看重港区建设”之意。这与实质状况是符的。
2. sort of的使用方法和意思（在另一问中看到有此疑问）
sort of是个固定短语，属非正式使用方法，此文中的意思是approximately right or true, but not exactly（有点儿，在一定量上；大约，差不多）。
当大家想要表示有关的描述不是非常精准的时候，就能用sort of. 。
sortof后面可以跟形容词、动词、介词短语、名词等。比如：
I think he sort of likes me. 有点喜欢我
You look sort of like my cousin. 长得有点像
The walls were sort of blue. 差不多（或接近）蓝色
‘Did you finish yourhomework?’ ‘Well, sort of. 差不多完成了
文章中的...thatwere just sort of there等于...that were around there / aroundthe harbor。
